It's also the last day for voters to register in time to vote in the election.
Area businessman Sonny McDowell and incumbents Bruce Stoddard and Rosa Lee Owens are vying for two seats on city council.
Registration is available at the Columbia County Board of Elections office, 500 Faircloth Drive, Evans, from 8 a.m. to 5 p.m., Monday.
Early voting also begins at 8 a.m. Monday and will be available until 6 p.m., each weekday until Oct. 30.
The election will be held Nov. 3. Early voting is available only at the Board of Elections office, but election-day voting will be held in each of the city's three precincts.
The top two vote-getters of the three candidates will win the two seats on City Council.
Stoddard was last elected to city council in 2005 and is seeking his third term. Owens ran unopposed to win her seat in 2007 to fill the unexpired term of George James when he resigned to run for mayor. McDowell also has run for the city council in a previous election.
City council members serve four-year terms.
