Why doesn't the president use military to help after disasters?

As a former active duty Marine I have always wondered why the president does not use our military to help out in disasters. We have the people in Texas that are in dire need of food and shelter and electricity. Why not send in the Marines and soldiers to set up mess tents and tent shelters for the people with MASH units?

These people could then get food and safe shelter as you would have the Marines, soldiers or National Guard people there to provide security and safety. Set up generators to have electricity in these shelters, to supply hospitals, etc.

As a Marine, I would have been proud to go in and help my own people. We rush around the world to do this; why can't we do it for our own? I would love, and I know of thousands of others, to see this question responded to on NBC Nightly news and the newspapers.
