Money from Gibbs sale should go to library

Recently there was an article about the sale of the old Gibbs Library property, stating that commissioners felt it might assess at a value of perhaps even $1 million.

Wasn't this property either donated? Doesn't it seem that the money from the sale of this property would be library money, and should not be used for other projects?

Why couldn't the money from the sale of the old Gibbs Library be used to fund extending the new library's hours? The money could well be used to cover expenses for more personnel and higher utilities that would be incurred.
