Question about festival's early name may change count of event's years

Re the Memories of Harlem column by Bette J. Sargent, Sept. 22, Two homes have Hardy history:
In Sargents column she mentions the 14th Annual Oliver Hardy Festival on two occasions.
It seems that this years festival will actually be the 11th or 12th, as the festival started out the first two or three years as the Pecan Festival.
