Threat of condemnation leverages development

I thought you might be interested in the real estate development that is going on in our area. There is a large tract of land under development here on Furys Ferry Road. Home Sites, LTD owns this land. Otis Crowell controls this company.

To make a long story short they have developed this land without obtaining the necessary easements for their developments sewage system. There are two property owners who are surrounded by this development; I am one of them. They are trying to negotiate with me to obtain the necessary easements.

I dont think it is right that local developers feel that they can threaten the citizens with condemnation if they do not acquiesce to their demands. Is the local government here for the citizens or the developers? I will fight my own battles. Any help that you could give (my neighbor) in defending herself from this schoolyard bully would be greatly appreciated.
